Determines whether a file is in the HDF5 format

Parameters:
const char *name    IN: File name to check format

Description:

H5F_IS_HDF5 determines whether a file is in the HDF5 format. 

Returns:

Returns a positive value if the file name is an HDF5 file. 
Returns 0 if the file name is not an HDF5 file. 
Returns a negative value when the function fails. This includes the case where the file does not exist.
